first of all there is no such thing as part 147 license. Part-147 is the maintenance training organization where you get the training or appear for the modular exams. Part-147s do not issue the licensces. Licenses are issued by one of the regulatory body of one of the 32 member states under EASA program.
Its the part 66 that deals with the B1 or B2 licenses. Now, you have mentioned that you have cleared 4 modules of B2 licensing system. Probably from a remote examination site in Pakistan of any EASA part 147 institute based in Europe.
There are two streams: one is to appear in the modular examination and gain experience and the other one being to get the training done at a PART-147 institute. If you attend a Part-147 Institute, the experience requirement reduced down to only 02 years. THERE ARE NO PART 147 APPROVED TRAINING SCHOOLS IN PAKISTAN. They used marketing gimmicks like offering easa approved coursework or approved by technical board but its not equaivalent to ANO or PART 147 approved training. All these saps, coa, edulearn, aeroline, IAT, UMT are only approved remote site for examnation and the validity of their approval last only for one examination and they have to get it renewed before next examination. So before appearing in the exams next time, ensure they have valid approval in place, otheriwise your module certificate wont be accepted by any EASA member state regulatory authority.
If you only appear in the examination, you would be needing five years of experience in a PART-145 approved maintenance organization before putting up your application for issuance of a EASA PART-66 B2 license from a Member State. Again there is no PART-145 maintenance organization except for the recently opened Kamra Aviation Industries Limited at Islamabad Airport. PIA's EASA part 145 approval was suspended in 2012 and surrendered in 2016. Your best bet would be to get the employment at one of the EASA part 145 Approved Maintenance Organization in middle east or europe, but they do not hire fresh lot from Pakistan. Few had been able to secure the jobs in middle east based on fake maintenance experience, but its an unethical practice.
However, people have been able to obtain EASA licenses while working in Pakistan. There are 32 member state under Easa and few accept maintenance experience gained outside PART-145 maintenance organization, but you have to check individually each one of them at the time of submitting your application.
Now lets come to the Member states. The 32 member states are physically present in Europe only. The rest of the world have adopted their standards but they are not equivalent of PART-145, PART-147 OR PART-66. In case of dubai its CAR-145, CAR-147, CAR-M and CAR-66. In Pakistan its ANO-145, ANO-147 and ANO-066. But gaining experience in a CAR-145 or ANO-145 isnt equaivalent to gaining experience in a PART-145 Maintenance Organization.

Bear in mind that EASA modular examination after 31st May 2020 will not be accepted by Pakistan Civil Aviation Authority for issuances of ANO-066 B1/B2 license.
