I'm sure you know that there's lots of factors at play there. Speedometers are calibrated to display a speed that is higher than the actual speed the vehicle is travelling at (unless you have way upsize tires, which influence the speedometer reading). Tire inflation pressures also influence the speedo reading. Inclines and tailwinds massively aid top speed too - but that does not necessarily mean that car has 'become faster' than what the manufacturer claims.
What I'm trying to say is that if your 190kph Audi went to 210kph then, under those same conditions the 207kph Civic Turbo will go to 225kph and the same would be the case for other cars.
