TPS is just a voltage sending device, for closed throttle it should send out signal of around 0.48V. Voltage to degrees conversion is done inside the scanner equipment and these units can be changed as per the user prefernce.
Nevertheless, TPS needs to be calibrated. Further, there is too much air leakage inside the TB, MAP is reading a barometric pressure of around 60kPa where it should be between 24 to 37 kPa for a fully warmed up engine in idling state without any load on the engine.
