65 is tyre height, 155 is surface area touching the road. When you make 65 to be 75, this means your tyres lift your car higher in the air, which will offset its balance (although minor). Making 155 to be 165 will mean more tyre area is touching the road, hence more friction, which will give lesser pick and more fuel consumption.
