I have never heard of meguin oil, nor have a I ever seen it at any oil shop. Dont know if it is available.
I could tell you about liqui moly, and general consensus is that it is good.
0w-30 is not easily available as 5w-30 and it would be more pricey. Ill compare the below 2 from liqui moly website from the official distributor in pak:

0w-30 is a group iv oil. The 5w-30 is a group iii. But it doesnt mean that the 5w-30 is off lesser quality or rating, as it may have more additives to make it up to par. It is SN too while the 0w-30 is SM. Group iii oils are cheaper to make so thus it is cheaper, but again cheaper doesnt mean it has less ratings or performance.
Anyways, both oils are pretty similar. 0w-30 (-51 pour point) will be a bit thinner than 5w-30 (-45 pour point) at cold startups (that also depends on the actual temp of oil at time of startup). But for 0w-30 Viscosity at 40 °C 60,0 mm²/s meaning its a bit thicker at 40C (oil temp) then 5w-30 whose Viscosity at 40 °C is 57,0 mm²/s. At higher temps 5w-30 is a also a bit thinner.
The point of this comparison is to say that both are fine. IMO we dont have freezing temperatures that would warrant the need for 0w-30 given that it would be more expensive than 5w-30 and less available too. 5w-30 is more easily available and cheaper, that would be my pick.
OEM oil filter is good for 10k. Again general consensus here is that you can use these oils for 8-10k. Just cause the oil turns black doesnt mean it needs changing. Oil has cleaning additives.
