If by basic use mean torrenting, watching seasons/movies, using MS Office/Libre Office/Open Office, and web browsing, you honestly need nothing fancy. I do all of that, and more, on a hand me down Dell Latitude d630. I do have a desktop for heavy stuff though (gaming, rendering etc).
That being said, forget about "latest state-of-the-art 6th gen processor hai bhai". You also don't need four cores, better IPC, higher megs of cpu cache, turbo-boost, or Iris Pro integrated graphics. Hyperthreading is nice though (Celerons and Pentiums don't have it); get the cheapest, brand new i3 you can get, whatever the generation (4th generation laptops still come brand new).
Now for you budget; if you can, I would definitely recommend getting an SSD along with your laptop. You will be replacing your internal HDD with it. Again you just need a basic one, regardless of features like interface and sequential read-and-write speeds. Any SATA SSD in the 240-512 GB range will do. To give you an idea of the price, a 240 GB from Kingston costs Rs 8100 on Galaxy right now; their basic 480 GB model costs 15.5k. If you are willing to go used/refurbished, they can be had for cheaper.
I would definitely recommend getting an SSD; it changes your whole computing experience. You can never tolerate a 5400 RPM drive once you have an SSD. If your budget is a bit short, forget about getting an i3 and get a later generation Pentium instead; just don't compromise on an SSD.
